At the time of registration, each candidate will sign a personal declaration acknowledging the provisions of the methodology for organizing and conducting the competency evaluation exams for the issuance of international recreational boat operator certificates.
At the time of registration of the Enrollment Form, the files must be complete.

Below you will find all the useful documents available for download.
The registration file for the evaluation session must contain the following documents:
1. REGISTRATION FORM 🔽 completed by the applicant.
2. The certificate proving that the applicant is medically and psychologically fit, with medical and psychological certificates issued no more than 3 months before the registration date for the exam, issued by the family doctor and a psychologist or a polyclinic, certifying the health condition, especially regarding visual and auditory acuity, both in original and copy for legalization as "Certified to be a true copy."
3. The educational certificate in original and copy for legalization as "Certified to be a true copy."
4. The international recreational boat operator certificate in original and copy for legalization as "Certified to be a true copy" (where applicable).
5. The certificate of completion of the training courses, in accordance with the provisions of the "Minister of Transport's Order for the approval of the Regulation on the minimum training requirements and conditions for obtaining international recreational boat operator certificates," in original and copy for legalization as "Certified to be a true copy."
6. The identity document in original and copy for legalization as "Certified to be a true copy."
7. Proof of payment of the participation fee for the evaluation session, in accordance with the legal norms (the receipt number and date are recorded on the registration form).
Evaluation Test Procedures
1. The evaluation tests take place on the scheduled date, time, and location (room). Any subsequent changes will be communicated to the candidates by the secretary in a timely manner.
2. For the same evaluation test and certificate class, all candidates must benefit from the same conditions, both in terms of quantity and the nature and content of the exam tests.
3. The access of unauthorized persons to the rooms where the evaluation tests are conducted is prohibited during the entire duration of the tests.
4. Candidates must present themselves for each evaluation test on the scheduled date and location (room), 15 minutes before the planned start time of the respective test.
5. Candidates must present themselves in a neat appearance and have an identity document with them. The secretary will inform the candidates of these requirements in a timely manner.
6. Candidates must maintain a respectful attitude toward all members of the committee, must not be under the influence of alcohol during the evaluation tests, and must not interfere with or disrupt the organization and conduct of the tests.
7. During the evaluation tests, candidates are allowed to use dictionaries for exams conducted in foreign languages.
8. Before becoming acquainted with the evaluation test subjects, candidates must deposit any written materials (documentation, manuals, books, notebooks, maps, etc.) at the designated place, except for the materials allowed.
9. Upon registration, each candidate will sign a personal statement acknowledging the provisions of the evaluation methodology (Annex 7 model).
10. From the moment the candidate becomes aware of the evaluation test subjects until the completion or interruption of the respective test, candidates are not allowed to::
10.1. leave the room (location) where the evaluation test is being conducted;;
10.2. communicate with each other, by any means;;
10.3. use any written materials other than those allowed;;
10.4. use mobile phones or other electronic devices;;
10.5. communicate with the evaluators to discuss the subjects or in relation to them..
Evaluation of candidates' professional competence.
1. The evaluation of candidates' competence is based on the content of the analytical programs corresponding to the class or navigation area of the certificate for which they are applying.
2. For each test corresponding to classes A and B, the evaluation of candidates' knowledge is done independently, with grades ranging from 0 (zero) to 10 (ten).
3. The grading of written tests is based on the percentage of correct answers, with the grade calculated to two decimal places.
Example 1: If the number of questions in the module is 30, with 24 correct answers, the percentage of correct answers is 80%. Therefore, the final grade will be 8.00.
Example 2: If the number of questions in the module is 26, with 22 correct answers, the candidate is considered PASS.
4. The grades awarded are recorded separately in the "Grade Sheet" (Annex 3 model).
5. The candidate will be considered passed if they have obtained at least the minimum required score and provided they have obtained the minimum passing grade for each subject.
Resolution of complaints.
Complaints regarding the results obtained in the tests must be made only by the concerned candidates, in writing, before leaving the evaluation room, and should be addressed to the president of the evaluation session.
Complaints should be submitted for the question or questions that the candidate considers to be incorrect and will be registered at the evaluation committee's secretariat. Unmarked questions will be treated as incorrect answers.
The work will be analyzed by an evaluator nominated by the president of the evaluation session, who can be a member of the evaluation committee or from the specialist staff of ANR, the Regional Captaincies, Port Captaincies, or Captaincy Offices.
To resolve the complaints, the following procedure is followed:
I. The work is reevaluated and regraded if necessary.
II. It is checked whether the test listed on the computer is signed by the candidate and the members of the committee. If any statements are considered by the evaluator to be incorrect, the work is regraded, and the necessary changes are made to the candidate’s final status.
III. The result of the reevaluation is final and is recorded in a complaint verification report (F04ECPN17).
IV. The corresponding changes are made to the candidate’s final status.
Complaints will not be accepted if:
1. They are submitted after leaving the evaluation room.
2. The difference between the result obtained by the candidate and the minimum passing score is greater than 1 point.
3. They are submitted on behalf of the complainant by other people.

1. Nu are permisul – CCAA asupra sa în original! (1.000 – 1.500 RON)

3. Conduce ambarcațiunea fără CCAA corespunzător zonei de navigație (10.000 – 20.000 RON)
4. Nerespectarea regulilor de navigație și a avizelor către navigatori (10.000 – 20.000 RON, suspendare 90 zile)
5. Nu are actele bărcii la bord (1.000 – 1.500 RON)
6. Actele ambarcațiunii expirate sau exploatare în afara zonei (10.000 – 20.000 RON)
7. Numerele de înmatriculare lipsesc sau nu sunt vizibile (2.000 – 5.000 RON)
8. Lipsa echipamentelor obligatorii la bord (5.000 – 10.000 RON)
9. Nepurtarea vestei de salvare (2.000 – 5.000 RON)
10. Depășirea numărului maxim de persoane (20.000 – 30.000 RON, suspendare 60 zile)
11. Refuzul prezentării documentelor (5.000 – 10.000 RON)
12. Poluarea apei cu substanțe nocive (20.000 – 40.000 RON)
13. Poluarea cu deșeuri / gunoaie (10.000 – 20.000 RON)
14. Poluarea aerului (5.000 – 10.000 RON)
15. Alcool peste limită (20.000 – 30.000 RON, suspendare 180 zile)
Observații:
– Conducerea fără CCAA este contravenție foarte scumpă.
– Articolul 7 este cel mai relevant.
– Purtul vestei este obligatoriu în anumite condiții.
– Detectarea substanțelor poate duce la dosar penal.
– Se poate plăti jumătate din minim în 15 zile.
